HK democratic political prisoners violate national security with chocolate : Chris Tang

Communist Hong Kong's (HK) Secretary for Security Chris P.K. Tang once again made up a baseless accusation - please read the RTHK article that follows. This is yet more dribble of Tang's unaware misinformation.
In summary, Tang's accusation is that political prisoners are using chocolates and other snacks they purchase inside prison to bribe other prisoners to form gangs. He suggests this is a threat to national security because they are trying to overthrow the government!
Tang has a long history of lying, creating and supporting false narratives and conspiracies.
Just a few days ago Tang used the same bullying move on the 'Hong Kong Journalists Association' - one of the last remaining Unions he has not yet unlawfully dismantled!
Almost all HK protesters who are the majority of HK people uphold the Joint Declaration and the rule OF law : Unashamedly the Chinese Communist Party (CCP), HK government and their supporters do NOT uphold the Joint Declaration nor the rule OF law.
The previous Secretary for Security, John Lee, was no better. Lee was promoted in 2021, with no experience outside of being a policeman, and is now the Chief Secretary - the second in command of HK government. HK is a merit-less police state under the nationalist CCP's rule BY law.
Chris Tang is a sociopathic liar, beholden to the CCP. For example, on 8 May 2020 when he was HK's Commissioner of Police, a HK Permanent Resident Sikh of South Asian ethnicity died in hospital while under police custody. This Sikh man was murdered by at least three policemen in Tsim Sha Tsui, Kowloon - similar to the criminal act of police to Africian-American George Floyd - with knees to his neck. Chris Tang denied that the police were responsible for his death. In USA the policeman who used his knee has been convicted and sentenced to decades in prison : In HK there was no Coroner's Inquiry, no policeman was even charged. In fact no policeman has been charged for any wrongdoing since the 2019 protests began! So much for HK police, Chris Tang, HK's non-independent judiciary and the rule OF law!
There are many lies throughout the history of CCP which are used as part of its structural violence of torture by coercion of the people of China for 'stability and prosperity' to ensure that CCP remains in power : i.e. if you want 'prosperity' then you must accept and support CCP's actions for 'stability' which includes arbitrary disappearances, murder, Tiananmen massacre, COVID-19 source and spreading, Xinjiang genocide, etc.
Careful reading of this law shows an alarming overreach under CCP's rule BY law in which it is attempting to control worldwide any dissent and to push narratives of its views in HK, China and around the world.
Under the agreed Joint Declaration's common law there will be only criminal or civil cases, no 'political' prisoners. However, under another CCP's breach of the Joint Declaration, since 1 July 2020 many HK pro-democratic activists and lawmakers have been charged, convicted in Court and sent to prison : CCP has been using colonial HK era laws that do not comply with HK's UN obligations including ICCPR.
There is no rule OF law in HK - only CCP's rule BY law!
HK, like China and Singapore, are Han Chinese feudal plutocracies run by triads (gangsters) : They are not democracies!
By comparison, Taiwan is perhaps the world's leading Asian democracy and the only Chinese society which is not a plutocracy. Taiwan also has a world leading industry in semiconductors : Democratic Taiwan has a world class economy.
HK's Chief Executive, Carrie Lam (CLam), recently made an autocratic statement that 'HK people must obey the law and police to be a part of civil society'. She is missing a key point (please see references below) : CCP, HK government and supporters are ALL in breach of the Joint Declaration and its rule OF law - during her watch there has been no civil society in HK!
Laws passed by an illegitimate Legislative Council are not legitimate : The actions of an unlawful police force remain outside the rule OF law (please see UN special rapporteurs mandates below which remain unanswered by CCP's China).
CLam's crimes in office amount to treason, for which she and members of her cabinet must be held accountable.
Realities of HK prisons
ICCPR article 10:
"1. All persons deprived of their liberty shall be treated with humanity and with respect for the inherent dignity of the human person.
(a) Accused persons shall, save in exceptional circumstances, be segregated from convicted persons and shall be subject to separate treatment appropriate to their status as unconvicted persons;
(b) Accused juvenile persons shall be separated from adults and brought as speedily as possible for adjudication.
3. The penitentiary system shall comprise treatment of prisoners the essential aim of which shall be their reformation and social rehabilitation. Juvenile offenders shall be segregated from adults and be accorded treatment appropriate to their age and legal status".
In HK prisons run by the 'Correctional Services Department' (CSD) under the Security Bureau the problem is not the prisoners : The problem remains as it is outside the prison - the unbridled unlawful acts of the CCP, HK government and their supporters.
HK's CSD and its officers are governed by the HK legislation Cap. 234A Prison Rules. Basically; all prisoners are equal; there are two parties of CSD officers and prisoners, and both have their ICCPR human rights. CSD officers are responsible to ensure 'reformation and social rehabilitation' takes place.
In HK prisons some CSD officers are corrupt and unlawful in that they are unlawfully treating some prisoners unequally and almost all the time without 'human dignity'. For example, under the Prison Rules a CSD officer is not allowed to provoke a prisoner : So how is it that the head of the Security Bureau, Chris Tang, is allowed to publicly provoke prisoners with his misinformation?
The wrong people are in HK prisons! The people who are bringing the majority of HK peoples' reformation and social rehabilitation are the pro-democratic politicians, activists and lawyers who are now either in Court or in prison.

HK prisoners are 'building up forces' : security chief

Security Secretary Chris Tang on Tuesday warned that prison inmates are using treats such as chocolates to recruit followers and "build up forces" to endanger national security.
Tang said these prisoners, whom he didn't name, are either on remand because of alleged national security offences or are serving time for their involvement in the social unrest of 2019.
The security minister claimed that inmates are making use of visitors with religious or district council backgrounds to "spread their messages" to the outside world.
He also said the authorities have noticed that some organisations, including the 612 Humanitarian Relief Fund, have been sending out letters asking prisoners to "continue with their struggle."
"These [actions] seriously affect the rehabilitation programme and have sown seeds of endangering national security," Tang told reporters at Legco.
He went on to say that there are prisoners who recruit "followers" by giving them treats.
"In conjunction with all those issues, what they achieve is they will establish a special group of people who have privileges. Where do the privileges come from? They come from extra resources, items," he said.
"And through these influences, they try to disseminate their sense of [being] against the [SAR] and central governments. And through these, they will endanger national security and the security of Hong Kong."
Tang said some inmates have abused the complaints mechanism in a bid to deter prison officers from doing their jobs, but he stressed that staff won't give in and will stay professional.
